Balancing Research Security and Open Science for Dual-Use Research of Concern
The flipside of the Government of Canada championing open science initiatives is contending with safeguarding against potential threats arising from the misuse of scientific research findings. “Dual-use research of concern” encapsulates this duality, representing research endeavours intended for public benefit but susceptible to exploitation for malicious purposes, endangering public health, safety, or security.
In response to this complex landscape, the Council of Canadian Academies are undertaking an assessment of dual-use research of concern . The Council of Canadian Academies is an independent, not-for-profit corporation that generates in-depth, evidence-based assessments, authored by panels of independent experts. The Council benefits from a multi-year contribution agreement managed by Innovation, Science and Economic Development Canada, whose Science and Research Sector provides secretariat services through the assessment process. The agreement provides the Government of Canada with a standing capacity to identify, analyze and assess evidence surrounding key public policy issues with the objective of informing decision-making.
The final report on Balancing Research Security and Open Science for Dual-Use Research of Concern is expected in Fall 2025, including peer-reviewed findings. Upon completion, the findings will be accessible to the public in both official languages. The report will help inform the Centre for Biosecurity’s ongoing work to modernize Canada’s biosecurity oversight framework, strengthen institutional oversight mechanisms, and mitigate potential security threats while balancing the Government of Canada’s commitment to open science.
